Mission

Civil Defense Advancement Taiwan is committed to building a civil defense force that operates autonomously, connects communities horizontally, and works alongside official institutions — ensuring that a community's ability to survive, defend itself, and rebuild is never interrupted.

Vision

We believe real resilience comes from every community and every citizen being prepared. When everyone has basic self- and mutual-rescue skills, and every community has an organized response mechanism, Taiwan can truly face whatever challenges come its way.

What We Do

  • Community Defense Training — first aid, communications, situational awareness, and other foundational skills
  • Disaster Preparedness Outreach — household preparedness and community resilience-building
  • International Exchange — collaborating with civil defense organizations abroad, bringing in international experience
  • Policy Advocacy — pushing for the improvement and implementation of civil defense systems

Charter Mandate

Per Article 3 of the association's charter, our mandate is as follows, to be pursued and executed in accordance with relevant laws and regulations:

  1. Build a self-organizing response network that strengthens regional defense mobilization and disaster-time operations, ensuring that basic administration, resource coordination, and emergency rescue capacity can be maintained even if official institutions fail.
  2. Raise residents' individual capacity to handle emergencies, helping the public complete personal and household-level preparedness and response planning, reducing dependence on large-scale shelter systems and strengthening local self-reliance.
  3. Integrate civil defense thinking into everyday community life, so that through routine local engagement and community activities, civil defense becomes part of daily life rather than something reserved only for wartime preparation.
  4. Push local governments to institutionalize civil defense systems — advocating for and monitoring local government civil defense plans, and calling for supporting regulations that establish an executable planning framework for both disasters and wartime.
  5. Build connections with other civil defense teams in neighboring regions.

Ganghu Civil Defense Team

The Ganghu Civil Defense Team is CDAT's local civil defense organization, active primarily in Taipei's Neihu and Nangang districts. Through regular workshops, training, and community activities, we bring civil defense principles down to the neighborhood level.
